Decatur officer subpoenaed after witnessing June shooting



SPRINGFIELD, Ill. (WCIA) — An officer with the Decatur Police Department was subpoenaed after witnessing a shooting while on an unrelated call in June.

According to a sworn statement of a Decatur police officer, Officer Sean Bowsher was among the officers dispatched on June 22 around 5:45 a.m. to break up a large group of people after someone called 911 to report a person being jumped.

Bowsher said he was approximately 100 yards away from a Black man in his 20s with dreadlocks, a beige T-Shirt, and blue jeans standing at the intersection of East Main and North Jasper Streets. He then saw the man fire 3-5 gunshots at a black Audi SUV turning from East Main Street onto North Jasper Street.

Officer Bowsher was able to check into the drivers and passengers of the Audi. One person sitting in the passenger seat was hit by a bullet in the back of his left shoulder. The victim was taken to a local hospital, but survived the shooting.

Three witnesses at the scene were able to identify the shooter as 23-year-old Kammond Brown. He has been charged with Aggravated Battery with a Firearm, Aggravated Discharge of a Firearm and Unlawful Use of a Weapon by a Felon.

Brown’s next court date is Aug. 14. Bowsher was served an official subpoena on Monday.
