Officers justified in use of force that killed Price man in July, Carbon County DA says



PRICE, Utah (ABC4) — Officers from several agencies were justified in their use of force that killed one man in Price earlier this year, according to the Utah Department of Public Safety.

Patrick Frank Whitten, 31, was shot and killed by officers from the Price City Police Department, the Helper City Police Department, and the Carbon County Sheriff’s Office while they were responding to a domestic violence call on the evening of July 30, 2024. Whitten was reportedly under the influence of a controlled substance and had threatened the life of someone in his house.

Carbon County Attorney Christian Bryner said officers spent about three hours searching for Whitten on three acres of property. He was reportedly found with a gun in hand and crouched in a small lean-to animal enclosure. Bryner said Whitten ignored officer command when they ordered him to drop the gun.

“[Whitten] grasped the firearm with both hands and held it at a low-read position,” Bryner said in a report of the investigation’s findings. “The tactical light [was] illuminated and [Whitten] raised the firearm up toward officers.”

In total, five officers responded by opening fire upon Whitten, striking and killing him on the scene.

Bryner said the Carbon County Attorney’s Office thoroughly reviewed the criminal investigation as well as the shooting concluding the officers were justified in their actions.
